Mexican Cartels and Violence 

This block of instruction will provide the most up to date intelligence on Mexican trafficking organizations and the surge of violence on our borders.  The instructor will identify the leadership of each Mexican drug trafficking organization, the shifting alliances, and the battles taking place between the cartels in Mexico and the United States to dominate drug trafficking networks in the Western Hemisphere. The presentation will also include an update of cartel activities and violence that has infiltrated into the United States. 

Further, an overview of the organizational structure of Mexican drug trafficking groups, identifying methods of operation, drug routes, cartel training facilities, enforcers, and the Mexican government strategy to deconstruct these organizations will be offered. The instructor will provide the most up to date intelligence on the Mexican cartels operating in the United States, identifying cartel domination of trafficking routes, distribution points, assassinations and other violent cartel enforcement operations within the United States.

Funding Terrorism through Narcotics

International and domestic funding of terrorism through narcotics trafficking will be closely examined.

Afghanistan produces ninety-three percent of the world’s heroin. This is a thorough demonstration of the problematic fight for control of narcotics in the country of Afghanistan and its relationship to the funding of terrorism.  The flow of currency derived from the production of opium into the operations of Al Qaeda is identified and studied.   The fight against the Taliban, Al Qaeda, and narcotics trafficking warlords is discussed extensively.  In addition, case studies of narcotic funding of terrorism in Europe, Central and Eastern Asia are presented for application to American (Domestic) terrorist cell identification and dismantling.

Our fight begins with our local, state and federal law enforcement officers, in identifying and dismantling terrorist sleeper cells living among us. Most of these covert operations are partially supported by the proceeds derived from the sale of narcotics and other illegal crimes. This presentation will identify the flow of monies into these domestic terrorist organizations and offer methods of detection.  

The course also gives officers the basic knowledge to identify sleeper cells funding terrorism through narcotics and other crimes, and in addition survive and defeat a suicide bombing in-progress, to include engagement criteria and the use of deadly force.

Rules of Engagement for the Suicide Bomber 

If we believe that the fight against terrorism in the form of suicide bombers only exists outside the bounds of the continental   United States…we are mistaken.  Terrorism in this vehicle has already arrived. Our fight begins with our local, state and federal law enforcement officers, in identifying and dismantling terrorist sleeper cells living among us. Most of these covert operations are partially supported by the proceeds derived from the sale of narcotics and other illegal crimes. This presentation will identify the flow of monies into these domestic terrorist organizations and offer methods of detection.  Our laws and perception of the rules of engagement must be understood and affected.  We must be prepared to stand up to this challenge. 

Preventing Terrorist Suicide Attacks  

Law enforcement officers will be able to learn methods of disrupting the planning, preparation, and execution of Islamist terrorist suicide attacks within the   United States .  The course objective goes beyond mere post-blast reaction to an incident that has already occurred; participants will acquire the knowledge and skills for the pro-active prevention and defeat of the suicide terrorist threat.  This objective is based on the premise that in the course of their daily work, law enforcement officers are very likely to encounter Islamist terrorists and potential suicide bombers that are present in the   U.S.   If these officers possess the appropriate skills and knowledge, they can be an invaluable tool in the domestic war on terror.     The course also gives officers the basic knowledge to identify sleeper cells funding terrorism through narcotics and other crimes, and in addition survive and defeat a suicide bombing in-progress, to include engagement criteria and the use of deadly force.
